About the Journal

Focus and Scope

The journal publishes articles derived from community service and engagement activities in, but not limited to, the following areas:

  • education and community-based learning;
  • community literacy enhancement, including basic, digital, information, and financial literacy;
  • technology-based community empowerment;
  • economic empowerment and improvement of community livelihoods;
  • agriculture, agribusiness, and food security;
  • marine and coastal community development;
  • law, governance, and legal awareness;
  • health, environmental sustainability, and social well-being.

The journal particularly encourages manuscripts that present sustainable, replicable, and impactful models of community empowerment.

Peer Review Policy

All submitted manuscripts undergo an initial editorial screening to ensure suitability with the journal’s focus and scope, compliance with author guidelines, and similarity requirements. Manuscripts that pass the initial screening will be reviewed through a double-blind peer-review process.

Reviewers evaluate manuscripts based on originality, relevance, clarity of community problem, appropriateness of method, quality of implementation, evidence of results, community impact, ethical compliance, and contribution to sustainable community empowerment.

Authors who publish with JoCDE retain the copyright of their work and grant the journal the right of first publication.

Articles published in this journal are licensed under the Creative Commons Attribution 4.0 International License (CC BY 4.0). This license allows others to share, distribute, adapt, and build upon the work, including for commercial purposes, as long as appropriate credit is given to the original author(s) and the original publication in this journal.

Authors are responsible for ensuring that the manuscript does not violate copyright, intellectual property rights, or ethical publication standards.

JoCDE is managed as an academic journal to support the dissemination of community service and empowerment activities. The journal may receive institutional, technical, or operational support from its publisher, editorial team, or related academic partners. Any financial or institutional support will not influence editorial decisions, peer-review outcomes, or publication ethics.

Journal History

The Journal of Community Development and Empowerment (JoCDE) was established as a scholarly platform for publishing community service and empowerment-based articles. The journal was developed to support the systematic documentation and dissemination of community engagement programs conducted by academics, researchers, practitioners, and institutions.

Through this journal, community service activities are expected to become more visible, accessible, and beneficial for wider academic and community audiences.

Archiving Policy

JoCDE is committed to ensuring the long-term accessibility and preservation of its published content. The journal may use institutional repositories, OJS-based archiving, and indexing platforms to support the preservation and discoverability of published articles.

At present, JoCDE has not yet been included in the LOCKSS or CLOCKSS archival system. The journal may consider participation in LOCKSS, CLOCKSS, or other digital preservation systems in the future.

The names, email addresses, affiliations, and other personal information entered in this journal site will be used exclusively for the stated purposes of this journal. They will not be made available for any other purpose or to any other party without permission.

Publication Frequency

The Journal of Community Development and Empowerment (JoCDE) publishes two issues per year, in June and December. Each issue contains scholarly articles focusing on community service, community development, and community empowerment activities.
